Job Summary

The Bursar in a tertiary institution serves as the chief business and accounting officer and is responsible for the effective management, control, accountability, and reporting of all financial resources. The Bursar ensures that the school’s financial operations are conducted efficiently, transparently, and in compliance with applicable government regulations, financial standards, and institutional policies. Additionally, the Bursar reports directly to the Office of the Principal and plays a critical role in supporting the institution’s strategic objectives by ensuring sound financial stewardship, effective resource utilization, and strong financial governance.

The role of the incumbent encompasses five (5) key functions:

  1. Financial Management
    • Develop and manage budgets
    • Monitor income, expenditure, and cash flow
    • Prepare financial plans and forecasts
    • Safeguard the institution’s financial assets
  2. Student Accounting Administration
    • Oversee student billing, fees, and payment records
    • Manage student accounts and financial transactions
    • Ensure accurate maintenance of student financial information
  3. Revenue Control
    • Monitor and account for all revenue streams
    • Implement controls to ensure proper collection and safeguarding of funds
    • Reconcile revenues and investigate discrepancies
  4. Compliance and Reporting
    • Ensure adherence to financial regulations, policies, and auditing requirements
    • Prepare financial statements, reports, and statutory submissions
    • Coordinate internal and external audits
  5. Leadership and Supervision
    • Lead and supervise finance and administrative staff
    • Establish performance standards and provide guidance and training
    • Promote accountability, efficiency, and continuous improvement within the department

The successful applicant should have:

  • A Bachelor’s Degree in Accounting, Finance, Business Administration or related field
  • Professional certification in Accounting preferably ACCA would be a distinct asset
  • Experience in financial management and budgeting
  • In-depth knowledge of the FAA Act.
  • Strong knowledge of accounting software and Microsoft Office applications
  • Three to five (3 – 5) years’ experience as a Bursar (experience in a tertiary institution would be an asset)
